Brief Biography: : Elspeth Hans is an environmental and energy attorney with twelve years of experience in New Jersey State Government. She currently serves as Deputy General Counsel at the NJ Board of Public Utilities, where she supervises the work of a team of 8-10 attorneys on issues from clean energy deployment to utility ratemaking to review of legislation. Elspeth began her legal career as a Deputy Attorney General at the New Jersey Division of Law, first representing the Department of Environmental Protection in enforcing New Jersey’s environmental laws and subsequently representing the State in high-profile federal litigation in areas such as reproductive rights, labor protection, and immigrant rights. She left the Division of Law in January 2021 to serve as Associate Counsel and then Senior Counsel to Governor Murphy on environmental and energy issues, a position she held, other than a brief stint as Counsel to the Attorney General, until joining the Board of Public Utilities in October 2024. Elspeth graduated cum laude from NYU School of Law in 2013 and had the honor of clerking for Associate Justice Jaynee LaVecchia of the New Jersey Supreme Court. Prior to law school, Elspeth served as Peace Corps volunteer and worked in the international public health field for several years.
